Leaving Abe and Dan to be the liars, but because what Jack said "It was Rex or Abe," and Rex is the truth teller then it has to be Abe who took the candy bar.

Fill the 3 gallon bucket, pour it into the 5 gallon bucket, and then fill the 3 gallon bucket and pour as much as you can into the 5 gallon bucket, leaving 1 gallon in the 3 gallon bucket. Dump out the 5 gallon bucket, and pour the 1 gallon into the 5 gallon bucket, then fill the 3 gallon bucket ad dump the 3 gallons of water into the 5 gallon bucket, leaving 4 gallons in the 5 gallon bucket.

To get to 5 gallons you have to fill the 4 gallon bucket, then pour it into the 7 gallon bucket.
Fill up the 4 gallon bucket again and pour as much as you can into the 7 gallon bucket, leaving 1 gallon in the 4 gallon bucket. Then dump out the 7 gallon bucket and pour the 1 gallon from the 4 gallon bucket into the 7 gallon bucket, fill the 4 gallon bucket up and dumb it into the 7 gallon bucket making 5 gallons in total in the 7 gallon bucket.
